LITTLE RIVER COUNTY HOUSING AUTHORITY

QUARTERLY BOARD MEETING
Thursday, September 21, 2023 @ 2:00 pm

The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, September 21, 2023 @ 2:00 pm via Zoom.


Members present: Chairperson Barbara Brown, Vice-Chair Anthony Nelson, Commissioner Amanda Johnson, and Secretary Denise Riley.

Members absent: Commissioner Terry Smith.

ITEM I) Meeting was called to order by Vice Chairperson Anthony Nelson

ITEM II) Invocation by Vice-Chairperson Anthony Nelson

ITEM III) Roll call by Secretary Denise Riley

ITEM IV) Resolution #2023-15: Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to approve the meeting agenda. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

ITEM V) Resolution #2023-16: Approval of Previous Minutes: Minutes of the previous meeting were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to accept the previous minutes. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Election of Officers: Elections will be complete on or before the end of the month. Some board members have not returned their ballots.

Term extension for Commissioner Anthony Nelson. Commissioner Nelson's term ends on September 30, 2023. Commissioner Nelson has agreed and it was voted to extend the term for five (5) more years. Next term will begin October 1, 2023 thru September 30, 2028.

Financial Reports: Denise Riley gave a report on Public Housing and HCV financial positions. Ms. Riley reported that the HCV program was in shortfall because of participants porting to higher rent jurisdictions. HA is working with shortfall prevention team and HA has already received over $20,000.00 extra Hap funds to cover HAP expenses thru December 31, 2023.

Management Reports: Denise Riley gave a report on Public Housing vacancies, delinquent rents, HCV voucher utilization and vouchers issued. Vacancy rates have improved since June 2023. Current vacancy rate is 98%.

ITEM XV) New Business:

  1. Denise Riley gave a report on the HA plans for 2024. HA plans to have SVC conversion complete by the end of 2024.
  2. We are still looking for a new board member to replace Commissioner Rachel Williams.
  3. Denise Riley addressed the board with a proposal to shop for better retirement insurance. Ms. Riley stated that she is happy with Lafayette Life Retirement Insurance but she is looking for a retirement fund with greater flexibilities for the employees.

Having no more business, a motion was made by Commissioner Anthony Nelson to adjourn the meeting. Seconded by Commissioner Amanda Johnson. All were in favor. Meeting was adjourned.
