Little River County Housing Authority (LRCHA) is a public housing agency that provides federally subsidized housing and housing assistance to low-income families. LRCHA is headed by an Executive Director, governed by a five-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations ("CFR") and LRCHA's procurement policy. Currently, LRCHA owns and/or manages 148 housing units. 104 are located in the city of Ashdown, Arkansas and 44 are located in the city of Foreman, Arkansas. LRCHA also administers 53 Housing Choice Vouchers throughout the County.

The Little River County Housing Authority (LRCHA) requests statements for legal services to be performed under a contract with LRCHA by a firm with experience providing legal services for public housing repositioning and conversion to a Rental Assistance Demonstration (RAD) platform under the U.S. Department of Housing and Urban Development (HUD) together with all the various legal issues and closing transactions associated therewith. The selected proposer shall provide legal representation services with respect to LRCHA's conversion to a RAD regulatory platform which may also involve RAD/Section 18 Small PHA Blend and low-income housing tax credits. LRCHA intends to close-out its public housing program after completion of the RAD/Section 18 conversion. Legal services under the RFP are expected to last no more than two to three years.

LRCHA reserves the right to reject any and all proposals and waive any and all formalities in the best interest of the authority.
