Little River County Housing Authority Quarterly Board Meeting
Thursday, September 22, 2022 @ 2:00 pm
The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, September 22, 2022 @ 2:00 pm via Zoom.
Members present: Chairperson Barbara Brown, Vice-Chair Anthony Nelson, Commissioner Rachel Williams, Commissioner Terry Smith, Commissioner Amanda Johnson and Secretary Denise Riley.
ITEM I) Meeting was called to order by Chairperson Barbara Brown.
ITEM II) Invocation by Chairperson Barbara Brown.
ITEM III) Roll call by Secretary Denise Riley
ITEM IV) Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to approve the meeting agenda. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried.
ITEM V) Approval of Previous Minutes: Minutes of the previous meeting were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to accept the previous minutes. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.
ITEM VI) Election of Officers: Ballots were mailed to all members. Three (3) ballots were submitted. Election results are as follows: Barbara Brown-Chairperson, Anthony Nelson, Vice Chairperson.
ITEM VII) Term expiration for Commissioner Barbara Brown. Commissioner Barbara Brown's term on the board expires on September 30, 2022. Ballots were mailed to all members. Three (3) ballots were received. Commissioner Barbara Brown's term has been extended through October 1, 2027.
ITEM VIII) Executive Director Reports:
- Resolution# 2022-14: Approval to acquire a debit card for the Management Fund account at Horatio State Bank.
Secretary Denise Riley asked for permission to acquire a debit card for the Management Fund account that was recently opened at Horatio State Bank. The use of the debit card will primarily be to make online purchases. A motion was made by Commissioner Amanda Johnson to approve acquiring a debit card for the Management Fund account. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried. - Resolution #2022-15: Approval to adopt PH Flat Rents for 2023.
Secretary Denise Riley presented the Flat Rent schedule. After a brief summary of HUD' s Flat rent procedures for the Public Housing program a motion was made by Commissioner Amanda Johnson to adopt the new Flat rents for 2023. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried. - Resolution #2022-16: Approval to adopt HCV Payment Standards for 2023.
Secretary Denise Riley presented the HCV Payment Standard Schedule. After a brief summary of HUD's procedure for publishing FMR's and the Housing Authority's procedure for establishing Payment Standards a motion was made by Commissioner Rachel Williams to adopt HCV Payment Standards for 2023. Seconded by Commissioner Amanda Johnson. All were in favor. Motion carried. - Financial Reports: Denise Riley gave a report on Public Housing and HCV financial positions.
Management Reports: Denise Riley gave a report on Public Housing vacancies, delinquent rents, HCV voucher utilization and vouchers issued.
ITEM IX) New Business:
- Additional HCV's awarded: Denise Riley reported that LRCHA had been awarded with three (3) additional HCV's along with additional HAP funds and Admin. Fees for the program effective October 1, 2022.
- RAD Conversion Report: RAD application has been submitted and approved. RFP for Physical Needs Assessments of all properties is being solicited. Deadline date to submit RFP is October 7, 2022.
- REAC Inspection results: REAC inspection was performed on August 9, 2022. LRCHA scored a 70. Denise Riley explained some of the deficiencies that were found during the inspection and how the Housing Authority plans to improve for the next inspection.
- Other Business: Denise Riley reported that Sid & Sons had completed the re-pavement project at two (2) developments in Ashdown and two (2) developments in Foreman.
