Special Board Meeting
Thursday, May 15, 2025 at 2:00 PM

The Special Meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, May 15, 2025 at 2:00 PM via Zoom.

Members present: Chairperson Barbara Brown, Commissioner Mike Cranford, Commissioner Terry Smith and Secretary Denise Riley. Special guest was Foreman City Mayor Bill Harp.

Members absent: Commissioner Amanda Johnson and Commissioner Anthony Nelson


ITEM I) Meeting was called to order by Chairperson Barbara Brown

ITEM II) Invocation by Chairperson Barbara Brown

ITEM III) Roll call by Secretary Denise Riley

Discussion on Section 18 Disposition of 6 units in Site I in Foreman, Arkansas. This parcel of land contains an FF RMS floodplain area. The Arkansas Development Finance Authority (ADF A) will not provide bond and LIHTC funding for any project that includes a parcel that contains an FFRMS floodplain area. Developing Partner GHP consulted with the HUD Office of Recapitalization to determine the best strategy to move forward that would benefit LRCHA and the Foreman residents. HUD recommends that LRCHA, supported by GHP, proceed with submitting a Section 18 disposition application to the HUD Special Applications Center. These 6 units will be managed under Section 18 disposition, while the remaining 142 units will receive low-income housing tax credits.

RESOLUTIONS FOR APPROVAL AND/OR ADOPTIONS

ITEM IV) Resolution #2025-05: Approval of Meeting Agenda: Meeting agenda was emailed to all Board members for review prior to the meeting. A motion was made by Commissioner Mike Cranford to approve the meeting agenda. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

ITEM V) Resolution #2025-06: Approval of Previous Minutes: Previous Minutes were emailed to all Board members for review prior to the meeting. A motion was made by Commissioner Terry Smith to accept the previous minutes. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.

ITEM VI) Resolution # 2025-07: Approval of 2025-2026 Public Housing Operating Budget: A copy of the budget was emailed to all Board members for review prior to the meeting. After a brief discussion a motion was made by Commissioner Mike Cranford to approve the 2025-2026 Public Housing Operating Budget. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

ITEM VII) Resolution # 2025-08: Approval to adopt updated utility allowances for Public Housing: A copy of the updated utility allowances was emailed to all Board members for review prior to the meeting. After some discussion a motion was made by Commissioner Mike Cranford to approve and adopt the updated utility allowances for Public Housing. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

ITEM VIII) Resolution # 2025-09: Approval to adopt updated utility allowances for the HCV program: A copy of the updated utility allowances was emailed to all Board members for review prior to the meeting. A motion was made by Commissioner Terry Smith to approve and adopt the updated utility allowances for the HCV program. Seconded by Commissioner Mike Cranford. All were in favor. Motion carried.

ITEM IX) Resolution # 2025-10: Approval to write-off delinquent rents & other tenant charges over 90 days old: A list of the delinquent rents and other tenant charges were emailed to all Board members for review prior to the meeting. Commissioner Cranford asked if the Housing Authority is able to recoup some of the money back once it's written off. Denise Riley explained the process and potential for recouping the money. A motion was made by Commissioner Mike Cranford to approve the write-offs of delinquent rents and other tenant charges over 90 days old. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

Having no more business, the meeting was adjourned.
