Little River County Housing Authority Quarterly Board Meeting
Thursday, March 16, 2023 @ 2:00 pm
The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, March 16, 2023 @2:00 pm via Zoom.
Members present: Chairperson Barbara Brown, Vice-Chair Anthony Nelson, Commissioner Amanda Johnson, and Secretary Denise Riley.
Members absent: Commissioner Terry Smith and Commissioner Rachel Williams
Item I) Meeting was called to order by Chairperson Barbara Brown
Item II) Invocation by Vice-Chairperson Anthony Nelson
Item Ill) Roll call by Secretary Denise Riley
Item IV) Resolution #2023-01: Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Anthony Nelson to approve the meeting agenda. Seconded by Commissioner Amanda Johnson. All were in favor. Motion carried.
Item V) Resolution #2023-02: Approval of Previous Minutes: Minutes of the previous meeting were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Amanda Johnson to accept the previous minutes. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.
Item VI) Resolution# 2023-03: Approval/or LRCHA to administer vouchers/or Bowie County Housing Authority (BCHA): Denise Riley explained to the Board that BCHA will convert 20 Elderly Dwelling units to the voucher program in October 2023. BCHA would like for LRCHA to administer the 20 vouchers for them. Ms. Riley explained that LRCHA would receive administrative fees for administering the vouchers and assured the Board that this would not cause an administrative burden to the PHA. After a brief discussion a motion was made by Commissioner Amanda Johnson to approve LRCHA to administer vouchers for BCHA. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.
- Financial Reports: Denise Riley gave a report on Public Housing and HCV financial positions.
- Management Reports: Denise Riley gave a report on Public Housing vacancies, delinquent rents, HCV voucher utilization and vouchers issued.
Item VII) New Business:
- Physical Needs Assessment: Denise Riley reported that the Physical Needs Assessment was performed on February 22, 2023. PHA should receive the report in the next two to three weeks.
- Asset Repositioning Consultant: Denise Riley reported the Dominion Due Diligence was hired to be the consultant on the RAD Conversion.
- RAD Repositioning Discussion: Denise Riley gave a report on the progress of the RAD repositioning.
- Other Business: Denise Riley reported that the mowing season will start April 1st (weather permitting). Commissioner Nelson asked how the new Maintenance Director was working out. Ms. Riley reported that the Director was getting things organized and on schedule and the Maintenance team's morale has been great.
Having no more business, the meeting was adjourned.
