LITTLE RIVER COUNTY HOUSING AUTHORITY
QUARTERLY BOARD MEETING

Thursday, September 19, 2019@2:00 pm

The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, September 19, 2019 @2:00 pm at the Housing Authority Community Room in Foreman, AR.

Members present: Vice-Chairman Joel D. Adams, Commissioner Barbara Brown, Commissioner Rebekah Adkison and Secretary Denise Riley.

Members absent: (2) Vacancies

ITEM I) Meeting was called to order by Vice-Chairman Joel D. Adams.

ITEM II) Roll call by Secretary Denise Riley

ITEM III) Election of Officers: Commissioners were given paper ballots for election of Chairman and Vice Chairman. Positions will take effect October I, 2019 through September 30, 2020. Commissioner Joel Adams was elected as Chairman of the Board and Commissioner Barbara Brown was elected as Vice Chairman of the Board.

ITEM IV) Reading and approval of Previous Minutes: Minutes of the previous meeting were reviewed prior to the meeting. A motion was made by Commissioner Barbara Brown to accept the previous minutes. Seconded by Commissioner Rebekah Adkison. All were in favor. Motion carried.

ITEM V) Reading and approval of Previous Minutes from Special Board Meeting: Minutes from the Special Board meeting were reviewed prior to the meeting. A motion was made by Commissioner Barbara Brown to accept the minutes from the Special Board Meeting. Seconded by Commissioner Rebekah Adkison. All were in favor. Motion carried.

ITEM VI) Executive Director Reports:

  • Approval to Accept resignation of Commissioner Darrell Coker: Mr. Coker's letter of resignation was mailed to all Board members for review prior to the meeting. After a brief discussion a motion was made by Commissioner Barbara Brown to accept the letter of resignation from Commissioner Darrell Coker. Seconded by Commissioner Rebekah Adkison. All were in favor. Motion carried.
  • Approval to revise Procurement Policy: Procurement Policy revisions were mailed to Board members for review prior to the meeting.  A motion was made by Commissioner Rebekah Adkison to approve the revision of the Procurement Policy. Seconded by Commissioner Barbara Brown. All were in favor. Motion carried.
  • Financial Reports: Financial reports were mailed to Board members for review prior to the meeting. No questions or discussion on Financial Reports.
  • Quarterly Board Meeting dates: Board meeting dates for the remainder of the year and the year 2020 were mailed to Board members for review prior to the meeting. A motion was made by Commissioner Barbara Brown to approve Board Meeting dates. Seconded by Commissioner Rebekah Adkison. All were in favor. Motion carried.
  • Board Meeting dates will be posted on the Housing Authority's website.
  • Approval to remove Tommy Greene from all bank accounts: Mr. Greene resigned as Board Commissioner on May 23, 2019. Denise Riley wanted to wait until the election meeting before removing him from the accounts because the newly elected Chairman and Vice Chairman would have to be added and she wants to take care of all the banking business at one time. Commissioner Joel Adams is already on the accounts at Regions Bank and Arvest Banks. Commissioner Barbara Brown will need to be  added. A motion was made by Commissioner Rebekah Adkison to remove Tommy Greene from bank accounts at Regions Bank and Arvest Bank and to add Commissioner Barbara Brown to accounts at Regions Bank and Arvest Bank. Seconded by Commissioner Barbara Brown. All were in favor. Motion carried.

ITEM VII) New Business:

  1. Other discussions: Denise Riley reported to the Board that the Housing Authority has created a Resident Advisory Board and that the first meeting for the RAB Committee will be October 18, 2019 at the Community Room in Ashdown.

Having no more business, Commissioner Barbara Brown made a motion to adjourn. Seconded by Commissioner Rebekah Adkison. All were in favor. Meeting was adjourned.
