QUARTERLY BOARD MEETING
Thursday, June 23 2022 | 2:00 pm

The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, June 23, 2022 @ 2:00 pm via Zoom.

Members present: Chairperson Barbara Brown, Vice-Chair Anthony Nelson, Commissioner Rachel Williams, Commissioner Terry Smith, and Secretary Denise Riley.

Members absent: Commissioner Amanda Johnson

ITEM I) Meeting was called to order by Chairperson Barbara Brown.

ITEM II) Invocation by Commissioner Anthony Nelson.

ITEM III) Roll call by Secretary Denise Riley

ITEM IV) Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Rachel Williams to approve the meeting agenda. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

ITEM V) Approval of Previous Minutes: Minutes of the previous meeting were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Anthony Nelson to accept the previous minutes. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried.

ITEM VI) Executive Director Reports:

Resolution #2022-05: Approval of 2022-2023 Low Rent Budget
The low rent budget was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Terry Smith to approve the 2022-2023 Low Rent Budget. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Resolution #2022-06: Approval to write off non-working equipment & appliances
A list of non-working equipment & appliances was mailed to all Board members for review prior to the meeting. Commissioner Anthony Nelson asked about the process of disposing non­working equipment & appliances. Secretary Denise Riley explained the process to the members. A motion was made by Commissioner Rachel Williams to write-off non-working equipment & appliances. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

Resolution #2022-07: Approval to write-off delinquent rents & other tenant charges over 90 days old
A list of tenant charges was mailed to all Board members for review prior to the meeting. Commissioner Anthony Nelson asked if there was a way for the HA to recoup some of our money back from these delinquencies. Secretary Denise Riley explained to the members the process for recovering some of the money. A motion was made by Commissioner Rachel Williams to write off delinquent rents & other charges over 90 days old. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Resolution #2022-08: Approval to write off uncleared checks 120 days or older
A list of uncleared checks was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Rachel Williams to write off uncleared checks 120 days or older. Seconded by Commissioner Terry Smith. All were in favor. Motion carried.

Resolution #2022-09: Approval to open a new bank account at Horatio State Bank
Secretary Denise Riley reported to the members that Little River County Housing Authority had won the Operating Reserve Litigation. She explained that the money cannot be integrated with Federal money. It needs to be in a separate account and the account needs to be titled "Management Fund". She also specified that the account should be set up the same way as other Housing Authority accounts with the same three (3) signatories. Signatories on Housing Authority accounts are: Executive Director Evelyn D. Riley, Commissioner Barbara Brown and Commissioner Terry Smith. A motion was made by Commissioner Terry Smith to open a new bank account at Horatio State Bank. Seconded by Commissioner Anthony Nelson. All were I favor. Motion carried.

Resolution #2022-10: Approval to amend HCV Administrative Plan Portability Policy
A copy of the proposed amendment was mailed to all Board members for review prior to the meeting. Secretary Denise Riley explained to the members that she had discussed the option of issuing vouchers to non-local residents and allowing them to move outside of Little River County Housing Authority's jurisdiction for a six (6) month period with the HUD Field Office. She thinks this might help spend down some of the HA's HAP funds. The current Portability policy states that non-local residents who receive a voucher from LRCHA have to lease up for a year in LRCHA's jurisdiction. A motion was made by Commissioner Anthony Nelson to amend the HCV Administrative Plan Portability Policy. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried. The amendment will go into effect July 1, 2022 thru December 31, 2022.

Resolution #2022-11: Approval to add Over-Income policy to Admissions & Continued Occupancy Policy (ACOP)
A copy of the Over-Income policy to be added to the ACOP was mailed to all Board members for review prior to the meeting. Secretary Denise Riley explained to Board members that this was a HUD regulation and this would bring the ACOP up to date. A motion was made by Commissioner Anthony Nelson to add the Over-Income Policy to the ACOP. Seconded by Commissioner Rachel Williams. All were in favor. Motion carried.

Financial Reports: Denise Riley gave a report on Public Housing and HCV financial positions.

Management Reports: Denise Riley gave a report on Public Housing vacancies, delinquent rents, HCV voucher utilization and vouchers issued.

ITEM VI) New Business:

  1. 2022 CFP Grant Award: Denise Riley reported that LRCHA had been awarded $387,448.00.
  2. Operating Reserve Litigation: Denise Riley reported that LRCHA was awarded over $201,000.00. She discussed some of the activities the HA plans to use this money for.
  3. Other Business: Denise Riley reported that LRCHA solicited bids for parking lot improvements and bid opening was Wednesday, June 22, 2022. The low bidder was Sid & Sons. The bid amount was $190,000.00. Commissioner Terry Smith asked if the HA had done business with the contractor before and if we knew anything about the company. Ms. Riley explained that she has spoken with them before and that she knew of some work they had done in the County. Commissioner Anthony Nelson reported that the company has done some work for his church and they are a reputable company that does great work.

Having no more business, meeting was adjourned.
