LITTLE RIVER COUNTY HOUSING AUTHORITY QUARTERLY  BOARD MEETING
Tuesday, June 30, 2020 @ 2:00 pm

The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Tuesday, June 30, 2020 @ 2:00 pm at the Housing Authority Community Room in Foreman, AR.

Members present: Chairman Joel D. Adams, Vice-Chair Barbara Brown, Commissioner Anthony Nelson and Secretary Denise Riley.

Members absent: (2) Vacancy

ITEM I) Meeting was called to order by Chairman Joel D. Adams.

ITEM II) Roll call by Secretary Denise Riley

ITEM III) Approval of Meeting Agenda: Meeting agenda was mailed to all Board members for review and comment prior to the meeting. A motion was made by Commissioner Barbara Brown to approve the meeting agenda. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

ITEM IV) Reading and approval of Previous Minutes: Minutes of the previous meeting were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Barbara Brown to accept the previous minutes. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

ITEM V) Executive Director Reports:
Approval to accept 2020-2021 Low Rent Operating Budget: 2020-202 I Low Rent Operating Budget was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Barbara Brown to accept the 2020-2021 Low Rent Operating Budget. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Approval to accept 2019-2020 Budget Revision: 2019-2020 Budget revision worksheet was mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Barbara Brown to accept the 2019-2020 Budget revision. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Approval to write-off non-working equipment & appliances: A list of non-working equipment & appliances were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Anthony Nelson to approve the write-off of non-working equipment & appliances. Seconded by Commissioner Barbara Brown. All were in favor. Motion carried.

Approval to write-off delinquent rents and other tenant charges over 90 days: A list of delinquent rents and other tenant charges were mailed to all Board members for review prior to the meeting. A motion was made by Commissioner Barbara Brown to approve the write-off of delinquent rents and other tenant charges over 90 days. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Approval of Cost Allocation Plan: Cost Allocation Plan was mailed to all Board members for review and comments prior to the meeting. This matter was a finding on our last audit. A motion was made by Commissioner Barbara Brown to approve the Cost Allocation Plan. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Approval to give a Bonus Incentive to all employees: Denise Riley requested that a portion of the CARES Funding be used to give all employees a Bonus Incentive for the work they have done during the Covid-19 pandemic. Maintenance Dept. and Management are still performing work orders and inspections. Ms. Riley has requested that all full-time employees receive $2,000.00 and part-time employee will receive $500.00. A motion was made by Commissioner Barbara Brown to give full-time employees $2,000.00 each and to give part-time employee $500.00. Seconded by Commissioner Anthony Nelson. All were in favor. Motion carried.

Financial Reports: Financial reports were mailed to Board members for review prior to the meeting.

ITEM VI) New Business:

  1. Board Commissioners were given a copy of the PHAS Report.
  2. Denise Riley reported that the PHA had recouped $4,204.91 from the Income Tax set-off program
  3. Denise Riley reported that the PHA received $49,734.00 in CARES funding for Public Housing and $5,106.00 for the HCV program.

Having no more business, Commissioner Barbara Brown made a motion to adjourn. Seconded by Commissioner Anthony Nelson. All were in favor. Meeting was adjourned.
