LITTLE RIVER COUNTY HOUSING AUTHORITY
QUARTERLY BOARD MEETING

Thursday, December 13, 2018 at 2:00 pm

The Quarterly meeting of the Board of Commissioners of Little River County Housing Authority was held on Thursday, December 13, 2018 @2:00 pm at the Housing  Authority  Community Room in Foreman, AR.

Members present: Chairman Tommy Greene, Vice-Chairman Joel Adams, Commissioner Barbara Brown, Resident Commissioner Rebekah Adkison, Guest Steve Clark of SE Clark & Associates and Secretary Denise Riley.

Members absent: Commissioner Darrell Coker

ITEM I) Meeting was called to order by Chairman Tommy Greene. Invocation was led by Chairman Tommy Greene

ITEM II) Roll call by Secretary Denise Riley.

ITEM III) Steve Clark with SE Clark & Associates did a presentation on RAD (Rental Assistance Demonstration) and other new HUD programs that are available for our agency. there were many questions from Board members. Mr. Clark will come back in a few months to talk with us again to see if we are interested in pursuing these opportunities.

ITEM IV) Reading and approval of Previous Minutes: Minutes of the previous meeting were read. A motion was made by Commissioner Rebekah Adkison to accept the previous minutes. Seconded by Commissioner Joel Adams. All were in favor. Motion carried.

  1. ITEM V) Executive Director Reports:
    HCV Payment Standards: Denise Riley presented the Board with the proposed Housing Choice Voucher Payment Standards for 2019. Each Board member  was given a copy of the proposed PS rates. After review and discussion a motion was  made by Commissioner Joel Adams to accept the HCV Payment Standards for 2019. Seconded by Commissioner Barbara Brown. All were in favor. Motion carried. Payment Standards will go into effect January 1, 2019.
  2. Low Rent Flat Rents: Denise Riley presented the Board with the proposed Low Rent Flat Rents for 2019. Each Board member was given a copy of the proposed Flat rent rates. After review and discussion a motion was made by Commissioner Barbara Brown to accept the Low Rent Flat Rents for 2019. Seconded by Commissioner Rebekah Adkison. All were in favor. Motion carried. Flat Rents will go into effect January 1, 2019.
  3. Financial Reports: Denise Riley gave each Board member a copy of the Financial statements for the General Operating, CFP and Housing Choice Voucher programs for review and comments.

ITEM X) Unfinished Business: There was no unfinished business to discuss.

ITEM XI) New Business:

  1. Denise Riley discussed with the Board that if we are going to consider doing RAD or Section 18 that Steve Clark discussed, we would need to meet more frequently and get all the details including financial, legal, cost analysis, etc... before we make a decision.
     

Having no more business, Commissioner Joel Adams made a motion to adjourn. Seconded by Barbara Brown. All were in favor. Meeting was adjourned.
